Storm Water

Storm water discharges are generated by runoff from impervious areas such as streets and rooftops. After rain or snow, storm water flows across exposed surfaces where it picks up pollutants that could adversely affect water quality. Unlike sanitary sewers that flow to wastewater treatment plants, storm water runoff often streams untreated into creeks, rivers and other receiving waters.

To address this problem, Congress enacted the Clean Water Act Amendments of 1987, which required the United States Environmental Protection Agency (US EPA) to develop a regulatory program for storm water discharges. In 1990, the Environmental Protection Agency (EPA) promulgated the rules, which established Phase I of the National Pollutant Discharge Elimination System (NPDES) program.
The Texas Commission on Environmental Quality (TCEQ) was delegated authority from the USEPA to administer the NPDES storm water program on September 14, 1998 under the Texas Pollutant Discharge Elimination System (TPDES) program. At DFW Airport, to reduce the discharge of pollutants to waters of the states, storm water discharges are regulated from these three primary areas:
