| Because the Airport is a recipient of Federal funds, it must comply with federal regulations pertaining to Disadvantaged Business Enterprise (DBE) certification under Department of Transportation’s regulations 49 CFR Part 26. The Airport’s program is a dual program incorporating the DBE and the M/WBE language requirement where appropriate. |

| In order to credit the participation of disadvantaged, minority and women-owned businesses on Airport procurements towards the Airport’s DMWBE overall and contract specific goals, the Airport will require that DMWBEs be certified by BDDD or a certification agency approved by the Airport Board. The approved certification agencies are the following: the North Central Texas Regional Certification Agency (NCTRCA); the Small Business Administration (SBA) - [8a certification only]; the approved entities of the Texas Unified Certification Program (TUCP); the Womens Business Council Southwest (WBCS) and the DFW Minority Business Council (DFWMBC). |

The purpose of Certification is three-fold:
- To ensure increased availability of disadvantaged, minority and women-owned business enterprises for the DMWBE Business process;
- To ensure the integrity of the DMWBE Business process and that the business process is implemented for its intended purpose; and,
- To ensure the integrity of the DMWBEs participating in Airport procurements as well as DMWBE initiatives and programs established by the Airport.

| If a firm is not certified as a disadvantaged, minority or woman-owned business by an approved certification entity at the time of contract award, BDDD will not allow the participation to count towards the DMWBE goals. BDDD will allow the Contractor to count their participation once documentation confirming such certification is submitted to BDDD. |
